During designated times, Medicare Contractor and DMEPOS Association exhibits will be available for direct one-on-one interaction to further enhance your overall educational experience.

Keynote Speakers


Norwood, MA Symposium

Name: Andrew Finnegan, Rick Hoover
Company: Centers for Medicare & Medicaid Services (CMS), Boston Regional Office

Bios: Andrew J. Finnegan is a Health Insurance Specialist with the Center for Medicare and Medicaid Services Regional Office in Boston. He is a member of the provider relations team within the Division of Medicare Financial Management, Fee for Service Operations in CMS Region 1, New England. He has been the National Provider Identifier Coordinator for New England and a member of the Physician Quality Reporting Initiative team. Finnegan has eighteen years of healthcare senior management experience: twelve as a chief executive officer. A former Diplomat in the American College of Healthcare Executives he has experience in Medicare Part D: the Pharmacy Benefit, e-prescribing, healthcare marketing, pay for performance incentives, electronic medical records systems and healthcare billing compliance analysis systems.

Name: Paul Velez
Company: Centers for Medicare & Medicaid Services (CMS), Philadelphia Regional Office

Bio: Paul Velez is a health care management professional with over 20 years of diversified experience and background in the public, private and institutional sectors. His early experiences as a Hospital and Ambulatory Care Administrator for the New York City Health and Hospitals Corporation, was followed by his pioneering in the carriers AETNA and CIGNA, in New York and New Jersey. He subsequently moved to the Centers for Medicare & Medicaid Services (CMS), responsible for emerging Managed Care industry developing government programs and products for major insurance managing the survey activities of long term care facilities in Region 3 – Philadelphia, with his recent arrival in Region 2 – New York City, in the Division of Financial Management. He earned a Master in Science degree in Health Care Systems Management from the Hagan School of Business at Iona College and Bachelor of Arts degree in Sociology from Richmond College.

Name: E. David Perez, M.D.

Bio: Dave Perez, M.D. graduated cum laude from the University of Notre Dame in 1977. He attended medical school at Loyola Stritch School of Medicine on a National Health Service Scholarship from 1977-1980, and completed his training in internal medicine at the Cleveland Clinic Foundation in 1983. He fulfilled his National Health Service Scholarship obligation by working as a primary care internist in rural southeast Ohio.

Dr. Perez practiced as a primary care internist in Rochester, Michigan, before relocating to Richmond, Virginia in 1988. After he completed a fellowship in geriatrics at the Medical College of Virginia (MCV) – McGuire VAMC in 1990, he became Assistant Professor of Internal Medicine.

Dr. Perez was the Medicare Part B Medical Director for Virginia for 8 years prior to joining AdvanceMed to be Medical Director - Spokesperson for CERT. As a Part B Medical Director, Dr. Perez had the opportunity to work with multiple Carrier Medical Directors (CMDs). He is also a board certified internist and has a Certificate of Expertise in Geriatrics. He is a member of the American Geriatric Society and Richmond Society of Internal Medicine. He resides in Richmond, Virginia.

Name: Rahshaan Martin Felder
Title: Ombudsman
Company: Competitive Bidding Implementation Contractor (CBIC), Palmetto GBA

Bio: Rahshaan Martin Felder is the DMEPOS Competitive Bidding Program ombudsman for the Pittsburgh, Pennsylvania, competitive bidding area. Rahshaan has 14 years of experience in the health insurance industry, which includes six years with the Medicare program. Her Medicare experience includes implementing provider education activities and management of a beneficiary call center team. She has a Bachelor of Science degree from Coker College.

Name: Erika Williams
Title: Ombudsman
Company: National Supplier Clearinghouse (NSC), Palmetto GBA

Bio: As the Ombudsman for the National Supplier Clearinghouse (NSC), Erika Williams, a native of Denmark, South Carolina is responsible for all aspects of educating the DMEPOS supplier community. Erika is not new to working with diverse publics to achieve educational or training goals. Before joining the NSC Erika managed the community outreach efforts at United Way and was also employed as a provider relations representative for the South Carolina Medicaid program. Bringing energy to the airways, Erika is a weekend DJ at a local radio station in South Carolina.

Company: Recovery Audit Contractor (RAC) for Jurisdiction A, Diversified Collection Services (DCS)

Name: Catherine Till
Title: Project Director
Bio: Catherine Till is the Project Director for Jurisdiction A and is a certified Project Management Professional with over 20 years of project management experience. She has successfully directed 2 contracts for Medicare and has led the implementation of many other state and federal contracts while at DCS with a focus on quality, compliance, relationship building and results.

During her career Ms. Till has held positions as a Project Engineer, Product Manager, International Sales and Marketing Manager and Sales and Marketing Director, Director of New Business Implementation where she has utilized her organizational skills to develop products and services that deliver a high level of quality and customer satisfaction.

As Project Director Ms. Till is responsible to ensure the implementation of the RAC contract meets CMS requirements and the development of a good working relationship with all interested parties.

She has a BS in Packaging Engineering from Michigan State University and an MBA in Management and Marketing from St. Thomas University. She has her certification in Project Management from P.M.I.

Name: Eugene Winters, M.D.
Title: Medical Director
Bio: Dr. Winters attended medical school in Frankfurt, Germany, where he also trained in internal medicine and cardiology.

He completed the internal medicine program at Vanderbilt University in Nashville, TN and is board certified in internal medicine.

Dr. Winter practiced medicine for more than 20 years; 5 years as full time faculty.

Dr. Winter's Medicare experience extends over 9 years, to include medical director for Medicare Part B in Tennessee, medical director for Medicare Part A&B in Florida, and - most recently - medical director of the Qualified Independent Contractor, Medicare Part A, Western Jurisdiction.

Dr. Winter will have access to 35 specialists while working on this contract.
